Airbag light never comes on when starting car
I have a 2003 LE. The airbag check light doesn't come on at startup. I have checked the bulb and connection under the drivers seat (passenger seat has no wiring). My code reader has not codes and the Mazda dealer told me that the car is too old for them to connect to their scanner. Can anyone give me any suggestions? I have know idea if my seatbelts are even working.

This concern should not be handled from an owner or DIY. This is part of your ABS, SRS and possibly BCM system and I strongly suggest that you take your Mazda to a service shop and have them diagnose and correct your safety system concern.
A 2003 of any makes is not too old for a quality or professional grade Diagnostic scanner to connect to a post 1995 OBDII CANBUS OBDII (2003 to present Mazda) diagnostic connector.
