Default Airbag light, but no fault codes

I have a 2005 that has an airbag light on. When I turn on the car the light is on, then goes out, then comes back on and stays. I bought an airbag code reader and it shows "System Pass, No faults present (or found.)".

The Pax Airbag light wasn't coming on, so I removed it and tested it. It works. I put it back in and now it works again. I can sit in the pax seat and it lights accordingly depending on if I am in the seat or not.

The pax seatbelt shows buckled whether it is or not, but I can't imagine that is the issue.

The front seats had come out of a previously wrecked (airbag deployed) Mazda. I had to swap the front pax seat back out as it then moved when you stoped. I assume that a self protection thing. The Pax seat wasn't occupied, so it didn't react that way.

Next step is the dealer... Or, can someone advise.

Also, the Airbag module has been sent to Airbags.com and reset once. I did this AFTER I put the old seat back in.

I suggest getting it scanned with a more sophisticated scan tool.
