Default MOT fail due to corrosion (Sills and Wheel Arch)

Hi,
My 2002 Mazda 6 failed its MOT on Saturday due to outer sill corrosion.
· 1) Nearside rear (outer sill) seatbelt anchorage prescribed area is excessively corroded
· 2) Offside rear (outer sill) seatbelt anchorage prescribed area is excessively corroded
· 3)Nearside rear (outer arch) seatbelt anchorage prescribed area is excessively corroded
The garage has quoted £200 for the welding work and I just wanted to ask a couple of things.
Is this the start of more issues with rust or is this quite common?
When the plastic covers are removed is this likely to show even more serious rust?

Rust never sleeps & this could be the start of a slow death. Do you, or have you driven much on salted roads?

Nope not me but unsure about the previous owner.
I have never had welding done, what will it entail?
Chopping out the rusted area and plating it up?
Do garages usually add any protection to the newly welded area or will I have to?
