Default 2006 Mazda 6 rear power windows not working

I have a 2006 mazda6 1.8s (UK spec so RHD).
Front driver and passenger windows work perfectly and I can control from driver and passenger switches so no problems there. However, neither of the rear windows works from their own switches OR the drivers door. The only thing I thought it could be is the fuse so I opened the fuse covering in the left hand foot well and both places where a fuse should (according to the manual) be 1 & 8 are empty (top 2 empty spaces at top of picture)! Next to the listing in the manual there is an * for "depending on vehicle" but as it has power front windows I would assume that these fuse bays should have something in them for them to work so I am totally confused. Is there another fuse that the manual does not list or is there another problem?
All assistance thankfully received.
