If the rear cat is clogged, it will cause the pre-cat to overheat as the spent gasses and the heat that goes with them are not allowed to escape.
Time for a 'test' pipe or to replace the cat, I'd say.
It's good you've already done the O2 sensors because a bad sensor can cause an over rich condition causing too much raw, unburned fuel into the exhaust. THAT will cause the cat to run hot and melt internally. Perhaps you were already too late with the O2's?
This happened to my wife's Saturn a few years ago. New cat and new O2 (no pre-cat or 2nd O2 in that car) fixed it.
