Question smof fail monitors will not reset

I have been trying to smog my 99 protege and it passes emissions perfectly. I fail smog inspection due to monitors not resetting. the smog tech keeps telling me to drive it. I have drove it for abut 1200 miles and it still no go. Already payed my fee's but have to get a 2 day pass every other day to drive it. I made a appointment with a dmv referee and he could not help me. Pumping a ton of money in diagnostics is not what I want to do. Hopefully someone has had the same issue and can point me in the right direction. Any help would be greatly appreciated.

Did you reset the PCM?
You must do this first, then drive the car +/-100 miles before the codes will clear and parameters reset. Driving it after a code has been cleared alone will not do it.

Do this by disconnecting the battery for 10 mins or so, then reconnect and drive.
If you want to be double sure, after disconnecting the terminals (not before) short the two ends together and clamp or hold for 30 secs to completely discharge the electronics.
