Iam not even sure how to respond to this, when the info you posted was seemingly flawed. This goes without saying why I suggested instead of the easy come to the forum so you don’t have to actually work at finding the best information but you can also learn about the project wanting to do.

It’s a 2022 Premium Plus with 19” wheels and OEM Toyos. I’m considering changing to 17” but I was quoted >$600 apiece for OEM 17’s by a Mazda dealer, which is why I'm looking for used wheels. The CX-5’s ride is perfectly fine on smooth roads but in New England, we don’t do smooth roads, for climatic reasons.

I would lean more toward the OEM Toyo's being your issue.
While Toyo does make some good tires, the ones they put on the CX-5 are literally some of the worst OEM tires to ever come on a vehicle.
As soon as I put on some higher end tires the ride and handling of my CX-5 significantly improved and that is not just my opinion.
