Default Brake Noise

I own a 99 B-3000SE (standard transmission) which bought new. Recently, when applying brakes there is an audible noise coming from what appears to be the left side of the instrument panel. At first I thought it to be braked fluid but the reservoir remains full and there is no evidence of a leak. I now beleive it to be electrical in nature because I tried turning the ignition switch to off while coasting to a stop and the noise stopped when the engine stopped. I have looked into the fuse comparmentin the driver's side door hinge and see nothing amis there. Same for electrical box inside the hood on the left side (driver's left side). The noise is coming from that area so I think it is related to those electrical components. Anyone have an idea what that might be?
