Default Mazda speed3 "Flooded"

I am in need of some advice.
My bf has a Mazda speed3 that he drove through some high water and flooded the engine. There's no damage to the rest of the car. Just the engine. It doesn't currently run. To fix it we were told around $3,000 or more depending on labor.

We are debating on fixing versus selling it as is.

Any advice is greatly appreciated.

It's a black 2009 Mazda speed 3.

Sounds like an insurance claim if you ask me.

Ya...I wish. He only had Liability and not collision
Think anyone will buy as is? It's "perfect" other than the not running part haha
