I think that the bumper has to be removed first to gain access to the lower headlight bolts.

Take off your grill (it just pops in and out but be careful because it will break) and take off your front bumper cover. It will be less of a hastle and you will be able to visualize all of the bolts for your headlight housing. There are 2 on top and 2 on the bottom near where the grill attaches. You will want to take out the headlight housing because you will not want to wrestle inside your engine compartment. It seems very time consuming but itreally will only take less than an hour.

I would like to be able to have my foglights on without turning my headlights on, as well. Maybe it is something that can be changed in the steering column with the ignition switch?

The fogs on with the headlights off is called Independent Fogs more affectionately called (Indy Fogs). Not sure if the process is the same as the 3, more than likely not, but search mazda3forums.com for the how-to's. It shows how to do it on the 3, and if you ask, it might just work for the 6 as well.
