Default shimey when braking firmly

I have an 08 m5, when driving at highway speeds (60 - 80 mph) and brake firmly (not jamming on the brakes) i feel a shimey in the steering wheel . any ideas on what causes this? struts, suspension components, rotors? any and all feedback will be greatly appreciated.
