Default 2005 Mazda 3 with automatic AC, heat issue

Only warm air is getting blown into cabin.

Compressor is working, pipes are cold.

I'm thinking faulty blend door actuator? But the actuator responds to circulate air/fresh from outside button, and defrost (I read this is also controlled by the actuator but I'm not 100% sure I saw the actuator do anything, but defrost works). AMB Temp sensor is working. Fault code says B1283 Air mix actuator (potentiometer) circuit short (body ground)
(an extremely overpriced) shop said a faulty actuator, (so overpriced I'm trying to figure this out myself), I could easily replace that but I need to be more sure the actuator is at fault instead of wires. I can't do anything about the wires.

Can the blend door actuator be only partially broken, that it works for circulate/fresh but won't change the position of the flap that decides how hot/cold the air coming in is?
