Looking at the manual.. it appears the car was fitted with a deck that was going to be bluetooth capable, but for some reason never activated. The phone button description comes up as "This feature is not active." .

The software most likely is not written in to activate it. As you quickly surmised, there is no pairing button and no menu options to activate a pair. As a programmer the lack of completing something so basic is baffling, and I thank god mazda connect isn't in such a broken state now. Still waiting on the android auto, though.

I am afraid some old cars may not have this feature, to add this feature, you may need to upgrade the In-dash bluetooth radio system. There are couples of such aftermarket products available online.
