Default Can't program a new keyless entry remote for a 2001 Tribute

I've read the manual, read other posts here and elsewhere, tried different things according to the dealer, and still can't program a second remote for the keyless entry. Turning the key on and off eight times fails to put the car in "program" mode for new remotes. Also tried the earlier model method with the three key turns and door opens/etc. Still no luck.
Took it to a dealer and they also can't get it working. They say that the keyless brain itself is bad, that it appears to function with the one remote, but that I'm probably stuck with just that one.
* Does anyone have any other ideas for how to get the beast into program mode?
* Does anyone know what's involved in replacing the keyless brain?
* Does anyone know the part number? A source other than the dealer?

The cycling of the key from OFF to RUN position and ending in RUN position must be performed in 10 seconds. Is this being done??
The keyless brain is actually contained within the GEM module which is basically the body control computer. Very unlikely that you will find this part at anyplace other than the dealer. The dealer or independent shop with scanner cabability will also have to replace as the programming within the GEM module needs to be downloaded and then reinstalled into the new GEM module. Not something that many shops will have the capability to do.

I've tried the eight key turns at varying speeds but all within ten seconds. The locks never clunk to indicate the car is in programming mode. The dealer was also unable to do it.

GEM? What does the acronym stand for? Any chance of finding one at a wrecker or ebay or anywhere? About how much do they cost?

GEM stands for Generic Electronic Module. It is the body computer that is in control of most body related systems such as power door locks, windows, wipers, etc. It might be possible to get one from a wrecking yard but the Trib it came out of would have to be virtually identical to yours.
The GEM module you would buy from dealer comes "empty". Kind of like if you bought a new computer that did not have Windows or any other programs already installed. You would then need install a Windows program, Norton, Printer driver, Photo software, etc in order to make the computer operate the way you wanted it to. If you were to copy all of the programs off of your old computer to CD's and then reinstall them all to your new computer then that is the equivalent of what you need to do to your old GEM module.The dealer diagnostic computer has the capability of doing this easily. Do not know if independent shops have this capability.
