Default TPS engine code, PO123

My cars check engine light came on and the Over drive indicator light started blinking. The car would only go up to 2nd gear and was surging. I was able to get it home, put a scanner on it and the PO123 code came back. Throttle Position Sensor with "high" voltage on A circuit. I took the car to a mechanic and he put his Big scanner on it and got the same code. We decided to try a new TP sensor. Now the Ovr-drive light "blinking" is intermittant. It doesn't do it while idling, only after the car is in gear and accelerating. Now it goes up to 3rd gear but the shifts are hard and late. I also tried out a computer swap but the problem stayed the same. The check engine light came right back on so I'm not out of the woods by any means. I checked the voltage at the TPS plug, unhooked. The was 5.04 volts on the lowest terminal and 4.70 or 4.75 volts on the highest terminal. The 5 is OK, not sure about the other reading. Is ther any way to check the new TPS to see if its OK ?
