Default 2002 P5 bogging/surging while driving

I have an 02 P5 5 speed (110k miles) that bogs and surges intermittently while driving but does not throw any error codes or engine light. It won't happen if i'm driving at a constant speed but if I shift gears, when i step back on the gas it will just bog down and then surge forward. I took it to the dealer 2 days ago but the problem didn't occur for him.

3 weeks ago I took it to the dealer for this same problem and he found a piece of paper in front of the air flow sensor. He just removed it and cleaned the MAF and it drove fine for 1000 miles, then 2 days ago, it started to do the same thing again.

Does anyone have any ideas of what it could be or has experienced this and solved it? Thanks.

Never mind. I fixed it. The dealership service tech is a hack. The air filter fell of the CAI, unseen under the fender wall, and was sucking up leaves, blocking the MAF. What kind of incompetent tech finds paper in front of the MAF and then doesn't remove 4 screws to see if the filter is still attached?
