Default 1994 Mazda Protege' start problem

I have a 1994 Mazda Protege' 4cyl. 16valve I'm not sure if it is a 1.6L or a 1.8L I assume its a 1.8, but it when attempted to be started, it just won't turn over. The car has unfortunately sat for almost a year before I was able to get the time to begin working on it. So far I replaced a dead battery, checked the fuel pump, & the timing belt. All appear to be working fine, it just not firing up. Its like the engine isn't getting gas, & the tank is at about 3/4 full. An ex mazda technician that I bumped into suggested that it could be something thats in the fuel tank that typically goes wrong on a mazda that will cause this type of problem, but I unfortunately don't remember what that was. Any help in diagnosing/fixing this problem would be great. Thanks.
