Default Loose rotor?

'93 Mazda MX3

We just installed a new rotor and cap. The old rotor had to be "tugged" a bit to get off. The new rotor was loose and has a bit of play. Is this normal? It also sounds like we can hear some "ticking" from the area.

when i changed my rotor and cap my replacement parts all fit snug so you may have gotten a faulty part because i dont think its supposed to be loose.

I spoke with my brother-in-law (ASE Mechanic) and he said it's common with aftermarket parts but said I should be ok - it doesn't move enough once "set" to cause issues.
