Default Cooling fan not working

On my 2000 MPV van there are two fans in front of the engine. The fan on the passenger side never comes on. The driver's side fan does come on. When the AC is turned on, aren't both fans supposed to come on? Would a bad fan control module cause this? I checked the fuses and they look ok. Thanks for any help.

I had a mechanic replace the fans. The motors fail. I had to do it twice. The replacement fans are low quality, made in China, but that is all that were available, at least that is what the mechanics tell me. You could do your own on-line search and see if there is a parts supplier with replacement fans made in USA or Japan. If so I would recommend that you get those and install them. The Chinese ones don't last.
