Question '99 Miata PS and Fan issues

Hi Ya'll, I just purchased my 1999 Miata 1.8l. After doing some inspection of it, I noticed a few things. The fans don't move, even when I turn on the AC. I attempted to diagnose it with a wire connecting GND and TFA but there was no metal pin at the TFA. I'm guessing this isn't normal. When I was looking at the air box, I saw that the bottom tube of the fan fluid was cut off. I filled up the coolant liquid 5 days ago and had to refill the entire reservoir today.

Next, I was looking at the air box, when I noticed that, I think, the PS was missing. Some coolant lines were zip-tied together. Here's a picture

Any Ideas?
