CX 5 rear brake slider pins

CX 5 rear brake slider pins
I have changed the pads and noticed the slider pin with the black collar does not slide like the other pin with no plastic collar. After lubrication , still tight.
Anybody have ideas why one pin is not sliding even after cleaning and new syn grease. Outer pads are not working 100 %
