It is not clear why your I/M are in fault and no DTC can be located. That generally means the ECU is corrupt. It is to bad your device cannot access the counters. That would confirm a bad ECU.
I agree with you on the pcm, it just doesn't make any sense to me why it stays in open loop. I've had to replace a few bad pcm's, they were pretty easy to diagnose as there would be a million codes, the gauges would bounce a full sweep, and runablility problems.
I got this bi lateral scan tool almost a year ago. So I don't know all the functions just yet. I bought it because I suspected cylinder # 4 injector was bad. It had a po304, swapped coils with "3 cylinder, and plugs. This scanner has the capability of adjusting the pulse width or to completely shutting off an injector. Well, I suspected right.
As for the pcm counters, I learned how to this evening with this scanner. In short, the only counts i got was for the key tumbler, nothing else. I'll attach pics if it let's me.

I pride myself as being able to diagnosis an engine problem on a post 2002 to at least 2019 OBDII gasoline engines in no more then an hour. But one time it took me almost an hour and half. I was so frustrated and when I found the issue because it was a lessen and never happen to me I did not charge the custom for the diagnosis. Hard starting bad idle poor throttle response and rough idle . His check engine light showed Ho2 value to high. As well none specific miss fire . In the end it was the ambient temperature sensors at fault. 😂. 15 dollar part 5 minutes to change the sensor. Go figure😜

That is crazy but it doesn't surprise me either. These days there are so many sensors in cars. If there are any fluctuations in current, or dirty they will malfunction. It takes a bit more time for diagnosis. But atleast you figured it out!

In saying that, I replaced my pcm and my problem went away. It goes into closed loop and all systems don't have any codes! Thanks for discussion!

I only put together the good clues you gave me so we both were the ones that figured it out!
