The way I understand it is that on certain trim levels it can be disabled in the 'Driver Assistance System' section of the vehicle's Safety Settings. There is another way to disable it, again not sure about which models this method will work on and it must be performed each time that the cruise control system is activated. That being said, here's what works on my 2024 CX-5 Carbon Edition: Push the cruise control 'on' button to activate it. Then push and hold the 'on' button. In a second or two the system will beep and give this message: "Mazda Radar Cruise Control Deactivated". Hope this helps.

Right on the second method. You hold it for 3 seconds. There's no option to disable it in any screen settings.

My 2023 CX-5 Carbon Edition doesn't have the "Driver Assistance System" choice in the System Settings. I found that the 2024 CX-5, at least, has this which still allows the ability to temporarily disable the MRCC, but has made it much more cumbersome. The 2023, as described above, can have the MRCC deactivated by depressing the Mode steering wheel button for 3 seconds. But this only works until the car is turned off. You have to do this every time you start the car. The 2024 has eliminated this method and instead allows this only by going 4 menus deep into the electronic pages of the center display and checking a box. And this must be done EVERY TIME the car is started.

I want to just use my cruise control in it's basic configuration without the radar features. I have a 2023 CX-5 Carbon having the MRCC with Stop & Go. I know that, while the car is running and the MRCC is on, I can deactivate the MRCC by holding down the MODE button for about 3 seconds. But it resest back to MRCC each time the car is re-started. Is there a way to permanently deactivate it?

Edit: After seeing some responses I need to clarify. I'm not interested in a hack or illegimate bypass or alteration to achieve this. I'm hoping that there's either a user selectable method, perhaps unadvertised, or that Mazda techs can achieve this via some way that's authorized by Mazda.

Update: If you're also interested in knowing the answer to this, I'll save you from reading all the below banter, much of it irrelevant to the question, and tell you that the answer is "no".
Dont use cruise control --problem solved
