Default fuel related problem b-2000

87 B-2000. I've been having lack of power especially under load such as a hill etc. MPG on highway is 19mpg at best. Has fuel spell but on sign of fuel is at carb. Could fuel pressure regulator be affected if so where is it located? I have not look for it yet.

Since the notice of lack of power all filtersand new fuel pump have been changed. Don't knowwhatelse to check for..., after reading some posts question came to about possible fuel pressure regulator. I thought the FPR was all taken care of by the fuel pump since this is a carb engine.
