Clearing Codes
On OBDII vehicles which are anything 96 and newer must be cleared with a scan tool. You cannot clear them at home by yourself. Most auto parts stores like Autozone for example will do it for free.
Yes, one of the things OBD II was designed for was to prevent vehicle tampering and therefor make it harder to fake an emissions test. Note that if you fail an emissoins test because there was a code active and you think you'll just take it to the parts store and have them reset it on your way to the station it will most likely trip again as soon as it is started or driven, unless the initial problem has since gone away, been fixed, or the problem intermittent.
