1. I'd test to see of you're getting any 12 volt positive TO the ignition switch, to help our understanding.
2. So someone before you had an issue there, get a replacement fuse for there first. Note that such large fuses are held in by a screw or two from underneath; disconnect negative battery cable first.

Going to get a fuse tomorrow, but since I had the steering column cover off already, I decided to test the starter interlock switch.
If I’m following the schematic correctly, the interlock wire should be the B/Y stripe wire.
I then ran a test with the multimeter set to this setting:
With ignition in the ”on” position, reading is around 11.6-11.7V. When the ignition is turned to the “START” position and held, the reading jumps to about 12-12.07V.
