Default timing mark doesnt move?

Hey guys i have a 97 626, I4, at, ac, cd4e trans, i went to check my timing and it shows the timing at tdc, but in the haynes it is suppose to be at 11-13 btdc, when loosen the adjusting bolt of the distributor and rotate the distributor the mark doesnt move at all, what can cause this, i check the timing marks on the crankshaft, cam sprockets and they all line up. thanks

The timing setting should also be on a decal under the hood, just to make sure it's the same as the manual you are using. Go with what's on the decal if it's there. Usually when setting the mechanical timing, you need to disconnect a lead from the distributor first. Otherwise the onboard computer will compensate for any adjustments you make. Once you got the timing set, reconnect the wire.

which wire should i disconnect from the distributor? i dont see any extra wires except the spark plug wires. i have enclosed pictures of the distributor and the diagnostic port, but there is no connector for the #10 pin. as far as the spout connector i dont where that is.

None of the decals say anything about adjusting the timing
