Default Spark Plugs Fouling

My Mazda 1998 626 often sputters from stop to start. The mechanic has said that the plugs are fouled. This has happened several times the past two years (108,000 miles). Any idea what keeps making the spark plugs go bad? Other than that, the car runs beautifully.

BULL. What is on the plugs? Soot or oil? If it's oil, the engine is worn out. If its soot, there is too much fuel, the plugs are too cold, or you are driving very short trips. How often do you change the plugs? They don't last forever.
