Default HLA Question

Hi, new to this forum and seeking help.
Its a 96, 626 2.0 with FS engine. The head gasket was blown and I pulled everything apart to replace. Had a valve grind done while the head was off as well.
I had some compression before the tear down but after re-assembly there is no compression in any cylinder. It turns over as if the plugs were pulled. I believe the timing is set properly and have re-checked this many times.

I did take the HLA's apart and cleaned them. I read some information about priming HLA's during the re-assembly but I did not do this. Will a fully compressed HLA still open and close the valves properly?

Thanks
