Default Help passing CA SMOG!

Hi i really need some help with my car trying to pass smog in California.
I have a 1998 mazda 626 lx 2.0l and i passed the emissions test but failed the function test.
I drove around with check engine light on for like two years but swapped batteries and it turned off. When i went to get it smogged, i couldnt pass even though the guy was trying to help me out by erasing the memory or whatever and having me drive a certain distance (engine light was off at this point).
Anyway, i couldnt pass and the light is back on; code P0421
i took my car to a muffler shop and they told me that its probably the precatalytic converter that needs to be changed.
i cant seem to find any online that fit the description, and i dont know what the hell to do now.

So can anyone help me out and let me know if i need to change the precat and where to buy a cheap one?
Im at wits end now and my registration is about to expire.

Your numbers are fine. You may not have driven it long enough to reset all the functions on your computer. Do both highway and street. Hope that helps. They shouldn't have even run the test however, if it wasn't gonna pass the functionality tests.
