Lightbulb High beam question

This may seem like a stupid question, but the blue logo below is indicating that the high beams are on, right? In which case should those lights be on? It was my comprehension that those lights can blind other drivers and should be used carefully. The issue I am having is that I am using the AUTO settings for the lights, and this option seems to be activated in times where it is not needed. For example, a summer evening around 19h, partially clouded, but very bright outside. I never really paid attention to it before, but noticed that right after some minor repairs were done in the front of the car.

Try pulling the lever back (towards you). The lights are coming on automatically, but I believe the lever might have been accidently pushed the lever forward so that when they come on, they are manually set to be on Bright.

regardless, you aren't going to blind anyone, just annoy them.
