they are aftermarket steel rims. the tires just are wide enough to not clear the fender flair so there is about 2" of travel before the tire hits. I didn"t know if there is a suspension adjustment or something that I can do to prevent the wheel from rubbing.
the winter tires that I put on are 225/50/17 my stock tires where 215/45/18.

The winter tires you put on are about 1/4" taller (diameter) than the stock tires, though snow tires usually have a deeper tread and may actually be taller than that.
Since that"s not liable to be a big issue, are you sure the offset of these new wheels is at least close to OE (+60mm?) If the new wheels are pushing the rims out too far, that is more likely where your rubbing is coming from.
Keep in mind that your speedo is probably reading about 1mph too low also. (65mph = 66mph actual.)
