1. There are special kits to polish out the damage and make them look a whole lot clearer.
2. According to a program I saw on SPEED channel once (Two Guys Garage,) toothpaste may be as effective as thehomekits are. Or,
3. Some shops offer a professional service which affords the best results, so I'm told.

NoooOooo!! You definately do not want to SAND the lights. Keep any sandpaper away.
It's UV damage you're fighting. Perhaps just another application of toothpaste would help more?
May I also suggest getting some headlight protection once they are as good as they will get? Something like RockBlockers. They offer them in clear as well as colored film and offer further UV protection. What protection was there from the factory is obviously gone now.

Soemthing that worked on my Camaro headlights when I was trying to sell it was White Lithium Grees out of the spray can...

Spray a little bit on a paper towel away from the car and the just use small circular motion pressing pretty firm, then take a clean paper town with some windex on it and wipe it down.. It took me about about 4 times doing those steps and it cleaned them up.

I also have used the Toothpast trip on my friends car and it worked pretty well. only trick to that is you have to use Paste toothpast not gel.

Heard that some of the spray cause heat from headlight trapped and causes melting seal. Take note.
