Default Foggy Windows HELP?

Can anyone help? I have a 1997 Protege that always has foggy windows even when i turn the defroster to high. The only way i can see some relief is when i turn on the ac. I don't smell anti freeze, so i don't think its a leak in the heater core and its not over heating. The only recent difference i have noticed is that the car is running much louder. Even at idle, the car seems to be louder and occasionaly i smell exhaust when stopped. I typically just turn the vents to inside only and that seems to keep the exhaust smell out.
As you can see i do have some work arounds, but i would like to figure out a cure. Please help.

Thanks,

Oscar
