Default Headlight problems on 1999 Mazda Protege

I have gone threw all the fuse boxes and checked all the voltage on the car finding no problems. But my drivers side Head light is dim while the passenger side is fine and both are new bulbs. I am pretty sure that it is a ground problem but I do not know were all the ground locations are to check them all. If anybody has had this problem and have fixed it your help would be awesome!! Both headlight bulbs blew at the same time with a battery light showing. The relay, battery, switch and alternator are doing what they should and power is being delivered to the wirering at the point of the bulbs. But when the bulb is plugged up the voltage drops down to 7 volts. Kind of stuck in were to check now.

Cut the earth wire off just before the plug & install a new clean earth right beside the headlight.

Also you can install relays close to the headlights and run clean thick power & earth cables.
