Yes the French did settle in what is today Texas but back then it was part of the Louisiana Purchase! Which if I do recall was about 80% of the U.S. West of the Mississippi. This also included the Northern part of Texas the Southern Part was later won in the Mexican American war. Sorry I'm a huge American History buff. I don't exactly know where Paris is located, but if it's somerwhere North of Waco I would say yeah it probally has something to do with the French.
