You have left out important info.

Where are YOU!

Being a 2003, is your HiD lights original equipment or is it aftermarket.

If it's aftermarket, don't buy from Mazda, go to an aftermarket performance shop in your area. Shop around. What's the manufacturer?
If it's not original, where did you get it from originally?

That's all I can help you with, hopefully someone in your country, area can help you!

This is the most basic thing anyone should know and do, and i'm shocked you don't know! UseYourNoggin!.
Phone a Mazda dealer and give them your make, model, year and serial # of your car and ask them if the car originally came with HiD lights.
Serial # should be on driver side dash just behind the windshield (view it from outside).
To change HiD, the front bumper will probably have to be removed.

If it is factory, you can remove the factory HID unit, work out what wires are what and retro fit a aftermarket kit in its place.

apparently my car came with xenons as standard. so that narrows the problem down to one of three things the bulb, balast pack or Xenon HID Headlight Control Unit.... mazda say i need a hid unit so balast or control unit... anyone help.

Also you can have problems with the wiring inside the actual headlamp assembly.
