Cold Air In Idle??

Cold Air In Idle??
We have a 2010 Mazda 5 2.3
We cannot defrost our window in the morning as there is only cold air in idle. As soon as we get on the highway, hot air comes in normal.
We have already
- replaced the thermostat
- replaced the water pump
- made sure engine coolent is topped up
Please help
