I have a 2008 Mazda 3 with P205/55R/16 tires with the TPSM system.

I would like to put on a set of snow tires & wheels. Do I need to have the TPSM sensors installed on the wheels or can I go without?

Also, I have a set of 195/60R/15 Perielli Snow Carving tires. Would these fit the Mazda 3?

You can do without the TPMS on your new wheels, you'll just have to deal with the blinking light.
