Yes I know I start alot of threads but I like to be sure before I do something :P

Anyways the PS in my 3 is starting to whine more (think older Fords when low on fluid, just not as bad) when I turn at lock, which I do VERY often when I use it for work since my 323 has a leak on the drivers door gasket and I hate getting wet (been raining every day for 2-3 weeks), so 1, how can I tell if I have electro assist steering? 2, I have been thinking of flushing the PS system and putting in new oil since it does smell and look a bit burnt, should I find an aftermarket oil cooler to help cool the PS oil?

If you have a belt driven power steering pump you don't have electrical assist. The whole idea of the electrical assist was to do away with the hydraulic system.
If the power steering fluid smells burned, replace it. Also check if you can find a fluid additive that deals with leaks and squeaks. I used something like that in my old Aerostar and I have it also added to the Windstar. In both vehicles it reduced the noise and in the Aerostar it stopped a leak as well. I don't recall the brand.
I don't like to steer when the car is stopped, I go the the end stops but immediately take it back by 1 to 2 cm on the wheel.
An additional oil cooler is probably wasted money.
