yea the lower beams. i havent done the high beams but what is funny is my lower beams are now brighter then my high beams. people flash me all the time cuz they think that these are my high beams. and whats great is they are completely street legal

You sure 'bout that? In the US these kits are not actually legal, but you can usually get away with it through inspection.
As far as your beams are concerned, and I'm pretty sure Operator would agree, when you install an HID kit in projectors meant for halogen bulbs, you should readjust the beams a little lower.
If oncoming drivers are flashing you regularly, there is a reason. Your beams are projecting too high for oncoming drivers.
Take a 10mm socket or wrench, go the rear of the headlamp housing and tighten (clockwise when facing them. Counter-clockwise as you face the front of the car) those two bolt heads half a turn or so. Then see if you still have the same problem w/other drivers.

^^ Quite true, it's very uncool and not to mention quite unsafe to blind oncoming cars. If as you say

then you need to reaim yours headlights. I think I've been flashed once in the2-3 years I've had HID's.
