Default Clicking When Ignition is on ACC

I have a 2005 Mazda3 2.3 hatchback.

This morning I found that when I turned the key to ACC, I heard a small clicking/whirring noise from inside the dash, just left of center of the console. It almost sounds like a small fan is turning inside the dash.

The sound continues when I start the car and drive. Revving the engine in neutral for a few seconds decreased the volume of the sound. It is a small steady sound that does not seem to be connected to the engine RPM, or the the air conditioning system.

Does anyone have any ideas what this could be?

Thanks,
Jason

It also stays on a few seconds after the car is turned off.
