AC Won't kick in - 06 2.3L Hatch

AC Won't kick in - 06 2.3L Hatch
So I just bought a used '06 Mazda 3 Hatch this past year. Currently has 155k on it.
The previous owner had cut the AC belt because it was making noise. I traced the problem to the pulley bearing which had partially seized. I replaced the pulley and clutch.
Still the AC won't engage (no power to the clutch coil) unless I jump the relay line to load. There is no belt on it so I am only testing the clutch engagement by turning the compressor shaft/pulley with my hand.
Any thoughts on what is disabling the AC? My first thought is that it could be a pressure switch or some other diagnostic signal that is preventing the relay from picking up.
All AC related fuses ring out okay. No OBD codes.
