Default ABS apparently faulty

Hi there
I have a 2008 manual Mazda 3. I have been increasingly having trouble with the breaks, there is a hissing sound on release of the pedal, and when pressed sharply or suddenly the pedal slips lower, there is a grinding noise and I have to use the handbreak to stop the car as they don’t grip/hold.

I took it to a mechanic who reckons the ABS module needs replacing, and I have been quoted $2,500 for a new part, $1,500 for a second hand part and up to $1,000 for labour. I am going to get another mechanic to look at it, but what I don’t understand is why the abs light isn’t on if the abs module needs replacing? Can anyone shed any light.
