Default Triler Adapter on Non-tow package Tribute

I've not found any informative threads to this problem. I have an 08 Tribute that I added a trailer hitch to for hauling around my bikes and hitch mounted storage rack to. I recently acquired a small 4x8 utility trailer that I use for lumber runs to the local home improvement store 2 miles away.

I want to start using the trailer on the tribute but I do not want to cut or splice the factory wiring. I found behind the bumper there is a factory trailer wiring adapter that I picked up a flat 4 connector with the matching adapter that fits. After hooking it up I found no power to it. I removed the adapter and tested the OEM harness and no power to it. There are no blown or missing fuses in the interior panel and under the hood there are several opening for fuses and/or relays but no description as to which one is for what.

Is it possible there's a relay or fuse that needs to be connected in this block that will activate the OEM harness? I'm more interested in getting it to work than buing a universal kit that I have to splice into the taillight wiring.

same problem, any solutions? got the wiring on the left side, however no power to it?
