Is this a sign of a bad pump or rack? It has about 85K miles.

Check the condition of the power steering fluid. If it is black chances are the power steering hoses are deteriorating on the inside and started to come apart.To repair you will have to replace the rack, hoses. and maybe the pump. Also if you can, check p/s pump pressure to see if the pump is still good. I hope this helps Kevin
