Default Fog Lamps no power

I have been driving this Tribute with no fog lamps since I purchased the vehicle. There is power at the passenger's fog lamp fuse but no power at either fog lamp. I can't seem to find any relay so I have no idea where I should check next. It is a 2008 Mazda Tribute. Any help/suggestions would be appreciated.

If you haven't fixed this yet put it on jack stands (if possible) and trace backwards from the lamps themselves to where they intersect the harness and check for continuity with ignition off. In my experience with fog lights period at least 80% of the time it's been running over something or a fried wire pinched against the engine. Hope this helps.
