Default rust on stock steel wheel behind hubcaps

how do i remove the rust off the stock steel wheel behind my hubcap and repaint them? What products do I use to remove the rust and paint them? Also how do i take the tires off them? Its a 1996 Mazda Protege.

Use a wire brush, Evaporust (Evapo-Rust Rust Remover Home) and a good quality primer and rattle can black. Use flat finish because it hides imperfections better.
Don't remove the tires. Stick index cards between the tire and the rim all the way around to mask the tire before spraying. I saw that in a magazine (project car, or similar).

I had the garage do it while they serviced my brakes, calipers. When they service your brakes, they have to remove the wheel and caliper, which makes it easy to paint then.
