Default Quarter panel tire rub

So heres my problem...i own a '03 protege 5 and just put 18" R1 "drift" rims on my car. The rear passenger tire is rubbing against the quarter panel. The offset is a bitoff for the car and i had the fenders rolled by the tire shop. My concern is with any weight in the rear the smallest bump sends the tire right into the body. I really love the rims so im trying to stay away from swapping them for something else. Ive been talking to my shop about possible fixes and right now it looks like swapping the shocks and struts with some Tein's is one of my only options. This would be great aside from the fact its going to lower the car another inch possibly only compounding the issue. My question is....with a tight enough suspension will i eliminate enough body roll and lateral movement to eliminate the rub? if anyone has had similar issues id love to hear your fix.
