Question MP3 2.0L Engine Fans Not Working

Hello, I have a cursed Mazda MP3 (protege) that has gone through a lot before me and, well, we are still going through it. The engine was replaced with another OEM mp3 engine last year, and since then the car has had issues with overheating. This is because the radiator fan does not come on. What is odd is that the ac/aux fan does not come on either. For example, when you turn the car on and turn the AC on, neither fan comes on, when I believe they both should.

Full disclosure, the car was flooded, but water never came over the bumper, however this was enough water to lift the car and move it 50 feet. I did not start the car until it was dried and vaccumed/pumped out. All electrical seems fine, beside a couple of very low to the ground circuits. The thing is, overheating was an issue before the flooding, however I have only noticed the fan problem now, as I have been working extensively on the car.

I will be checking the motors today, and I have ruled out fuses by switching/testing them. Has anyone else had a similar issue? I cannot find anything online

You can try applying 12v directly to the fan to see if it spins.
